Partners are important. A distinction exists between Capability Development and Materiel Solution development. A concept of operation defined capability makes a defensible case for a new capability and bears out constitutional foundation that controls and permits exclusive rights to authors documents, here the capability developed; and to inventors the Materiel Solution developed.
These distinctions are written in the 2018 JCIDS which reflects US Constitution Art. I S8 C8.
